1. GENERAL REGULATIONS:
Race is organized at the “Cido arena” – track in Panevezys on 8-9th February 2020.

The event is organized by Lithuanian, Latvian and Estonian Cycling Federations.

For all races the UCI regulations will apply, the UCI antidoping rules will also apply.
The race is CN and open race. No separate events for separate country will be organized.
If qualification will be needed for tempo races, there will be 3 qualifications organized for each country and 8 best riders from the country will go to the finals. If there are less than 8 riders in some country, the unused country’s quota will be given to 9th person of the country according to the best performance in qualification. For sprint events, best riders to show best results will go to the finals.
Payment of prize money will be transferred immediately after the end of races by Lithuanian Cycling Federation. Rider will be asked to send account number, full name and surname, bank name, IBAN and SWIFT to their Federations and write information down on the race day.
The organizer will provide first aid on the scene during the event. Participants will be responsible for any further treatment by own insurance.
Riders only with elite and U23 licenses can participate in elite events.

From Vilnius Airport
You can reach to the event location from Vilnius Airport by car. You should find plenty of car rental companies inside the arrival building or by bus from Vilnius Bus station.
The event location is CIDO arena, 12, Parko st., Panevezys, and the total commute time will be around 2 hours.

From Kaunas Airport
Kaunas is a city in south-central Lithuania. You can reach to the event location from Kaunas Airport by car. You should find plenty of car rental companies inside the arrival building, or by bus from Kaunas Bus station.
The event location is CIDO arena, 12, Parko st., Panevezys, and the total commute time will be around 1,5 hours.

From Riga Airport
Riga, Latvia’s capital, is set on the Baltic Sea at the mouth of the River Daugava. You can reach to the event location from Riga Airport by car. You should find plenty of car rental companies inside the arrival building.
The event location is CIDO arena, 12, Parko st., Panevezys and the total commute time will be around 2 hours.
5. REGISTRATION & CONFIRMATION OF THE RIDERS:
Registration will be done via email. Deadline 26/01/2020, Lithuanians to email: info@ldsf.lt, Latvians: federacija@lrf.lv, Estonians: ejl@ejl.ee. Registration is free and confirmed only when received an email confirmation.
Teams are asked to send a full list of arriving team riders and staff and car plate numbers in order to get into velodrome smoothly by 4th February 2020.
Confirmation, license check & distribution on race numbers on Friday 7th February 17:00-19:00. Cido arena, Conference hall.
Team managers meeting 19:45, Cido arena, Conference hall.
Doping Inspection will be done at doping control room, prepared near the conference hall.

6. EVENTS, COMPETITIONS:
Official trainings:
7th February 18:00-20:00.
Final competition schedule will be provided after the end of registration.
EVENTS:
Junior, U17 (men and women): omnium, sprint, scratch, keirin.
Elite (men and women): scratch, omnium, points race, sprint, team sprint, keirin.
